The actual price depends on the complexity of the design you desire or services you require. I charge $27.40 / hour or simply $25.00 (without Elance fees).
Generally speaking, if you want a new website with a new and unique theme on the Blogger.com platform, you will be looking to pay AT LEAST $600 for the complete package (that's a rough estimated price based on my $25.00 / hour rate and based on a 5 -8 page website).
PAYMENT OPTIONS:
I don't work at a rate less than $25.00/ hour. The hourly rate I charge for my abilities, skills, talents and training is extremely low in comparison to what I'm offering. If the price goes above your budget, I will take payments. In this way, you can get a professional service with payment options you can afford. For this option, I do require a few obligations to legally protect both parties when entering a monthly contract (ask for more information about this option).
